The current government transportation monopoly that blocks transportation innovation directly violates the Georgia Constitution:
Article I, Bill of Rights, Section VI, Paragraph V: "Shall not have the power to authorize any contract or agreement which may have the effect of or which is intended to have the effect of encouraging a monopoly, which is hereby declared to be unlawful and void."
The Governor, the Legislature, or individual cities are empowered to enforce the Constitution to convert traffic problems into jobs by enforcing the Georgia Constitution. See the 5X5 Standard.
